The Iowa Department of Natural Resources is hosting a public meeting to discuss a stormwater construction permit for a potential energy facility, Walz Energy, located near Monona. At the meeting, the DNR will discuss the facility’s individual stormwater permit for soil-disturbing activities during construction. We believe the DNR should respond to questions and comments about Walz Energy on other topics including but not limited to:
- what runoff from the site may have already occurred during the 4+ months that construction has proceeded without a permit
- why this construction was allowed to move forward, with DNR concurrence, without the required permit
- what other state, federal, and/or local permits might be required before operation of the facility begins
- whether a manure management plan will be required
- whether an industrial discharge permit will be required
- what air quality controls/permit/monitoring will be in place to prevent escape of methane, which is a powerful greenhouse gas
- what emergency plans will be required to prevent any accidental runoff or discharge to the Bloody Run Creek watershed
